The purpose of the 50" limit on Thornapple was NOT to create a trophy fishery but to protect the females from harvest. It basically boils down to fish per acre, Hudson sustains something like 3 fish/acre and Thornapple is 1 fish/acre. Therefore Hudson wasn't considered for the higher size limit because it was determined any harvest isn't going to make a significant difference in the population.
