Will, can you help explain how this all works? What does the steering committee do? Who do they answer to? What exactly happens with our new proposal? Take us through going hot off the press. And I thought that the DNRE has all the "pull" now and things don't have to go to legislature. What exactly is the "line of authority"? (us, coolwater, dnre, congress, etc?)

The Coolwater Regulations Steering Committee is a group formed by the DNRE to review regulations changes suggested by the DNRE and sometimes by private groups. It consists of people from the following:
Michigan Muskie Alliance
Michigan Darkhouse Association
Michigan United Conservation Clubs
Bow Fishing Association of Michigan
The BASS Federation
Michigan BASS
Pikemasters
Federation of Flyfishers
West Michigan Walleye Club
Michigan State University
University of Michigan
Public Sector Consultants
Step 1:
This committee represents the first round of public comment on regulations changes. The DNRE takes suggestions from this committee to form the final changes that are presented for public comment.
Step 2:
Public Comment
Step 3:
Proposed changes presented to the NRC
Step 4:
Changes drafted to amend the legislation containing fishing regulations.
Step 5:
Legislature votes to change regulations. (process can get really screwed up here if someone in the legislature tries to add something into the House Bill that isn't regulations related)
All fishing regulations must go through the legislature with the exception of the spearing regulations (they only got control of spearing a couple years ago when the season was extended).

The legislature. The change in the spearing season was basically put into a bill without the knowledge of the DNRE. However the DNRE said they weren't going to fight it IF they got control of the regulations surrounding spearing. They did and now any changes can't be made by the legislature.

It isn't a popularity contest or who has the most people on the committee. Pretty sure one muskie freak is more than enough [smilie=bud.gif] MMA speaks on behalf of muskie anglers in Michigan. I went to this meeting with support letters from Boundary Waters Musky Club, LSCMI and MOMC.

The president of each organization represents the group or someone appointed. For instance the BASS groups usually have a conservation director that represents their group.

He's from the UP and yes he sweet talked a UP rep. to get the spearing season extended. Sure he got what he wanted but now he's pissed off the DNRE and NRC so he's fighting an uphill battle for anything he wants from now on.
