Hooks per rod are lures and different from the OMNR definition where they actually count hooks (1 treble = 1 hook) so only two lures per rod w/ two hooks on each in Ontario. However, the result is basically the same per rod w/ the new DNR definition. You can run two lures per rod (3 rods x 2 lures = 6 hooks)
