O.K. on the life jackets for a 14 foot boat do you need to have
them on, or just in the boat? And 1 throwable on board also?
Also, is it leagle to have a extra gas can on board?

If they're conventional life vests (not inflatable), you just need to have them in the boat, one for each occupant. I don't think boats under 16' need to have a tossable, but why not have one anyway? They're cheap. Gas cans are OK and long as they meet gas can requirements.
