People who spear on murray are spearing generally in the summer because it is open to carp spearing but i have seen and heard of people spearing in the winter time and i dought they are spearing carp in the winter or the summer.

If someone is spearing through the ice or out of season it shouldn't be a problem getting someone out there. I've used the RAP line a couple times in Kent County and both lead to convictions.
