I have seen and hooked some dinks this year too, but its always surprising to actually put a tape measure on them and they are really more like 19-20". They do look about 15 inches like you say, but probably aren't?? But if you hook a fish that doesn't seem to fit, and this goes for any stocked lake, go ahead and take some scales and get them aged!
