This is the verbiage of a resolution that MMA has proposed to put before the MUCC voting delegates at their Annual Convention in June:
Whereas, in order to preserve the native muskellunge species in Michigan, we must ensure that angling and harvest are practiced in a responsible manner that does not over-exploit the population, and;
Whereas, muskellunge occupy the apex position in a balanced, healthy fish community and therefore subsist at a relatively low density, and;
Whereas, research has shown muskellunge have a negligible-to-beneficial impact on the fisheries where they are present, and;
Whereas, muskellunge are highly vulnerable to exploitation, and;
Whereas, across their native and introduced ranges muskellunge provide popular sport fisheries with positive economic benefit to the local communities, and;
Whereas, the preservation of muskellunge will enhance our mission in the areas of protection of our state’s natural resources and restoration of our native species, without ill effect on sympatric species. NOW,
Therefore Be It Resolved that Michigan United Conservation Clubs (MUCC) continue to work with the Department of Natural Resources and its Coolwater Regulations Steering Committee to consider regulations and policies which would enhance the public awareness of the species and increase quality angling opportunities.
And this is the response from the DNR that will accompany the resolution when put before the voters:
DNR Response: Fisheries Division also strongly values the muskellunge species in Michigan. We are currently developing a Great Lakes Muskellunge rearing program and hope to collect gametes this spring.
Over the past several years, Fisheries Division staff has developed a Muskellunge Management Plan for the State. The plan has been through 2 public review processes which created a significant number of comments and was recently endorsed by the Coolwater Regulations Steering Committee. We will proceed with responding to those who provided comments and incorporating appropriate comments in the final document.
It is now our intention to review the existing muskellunge regulations. Over the next year, we will work closely with the Coolwater Regulations Steering Committee to determine if changes are needed and if so, we will review a suite of regulation options to determine what regulations will best fit Michigan muskellunge populations. The review of potential regulation changes will include many opportunities for the public to engage and provide comments. We believe the management plan review and the future regulations review has and will continue to provide significant public awareness about muskellunge in Michigan. We look forward to working closely with the Coolwater Regulations Steering Committee on this important issue.

Yeah as you can see the resolution thing is not going to accomplish anything. It is just a symbolic exercise I guess, and to go through some MUCC motions for the heck of it. That, and there are 4 musky-related resolutions on MUCC's books already- all of them are pro-spearing statements.
