I was looking for any opinions on whether you can catch and use live bait for muskies? I was thinking of catching some bluegills and then setting them up on quick strike rigs. It appears from this link that as long as it is taken legally and meets the size requirements then it can be used as bait. I want to make sure that this is illegal and does anyone have an opinion on this?

You are correct that it is LEGAL not illegal. The fish you are using for bait can't be take to another water. You can't catch a sucker in the Detroit River and use it for bait in Hudson.
Just make sure the bass are 14" and the pike are 24" and you're all set. (I'm only kidding)
For hudson I would use a 6 inch Crappie. There are lots of small crappies in Hudson and can be caught pretty easy around submerged wood with a little soft plastic grub tail or minnow. Cut the dorsel fin off with sissors and put one 4/0 treble right there and set the hook immediatly when a musky takes it. You could put two smaller trebles one low and one high on each side as well.
