Story: 2 days after the banquet I go into the Gander Mountain in Traverse City to purchase my 2014 License and Harvest Tag. Ironically just after our discussion at the banquet the Sales Clerk prints out my license without asking about the harvest tag. I asked her why she made no mention of it and she said that there was no note to ask about it and that they only ask if the computer has BOLD LETTERS telling them to ask about a licensing option.
I guess I should have digged a little deeper because I'm curious if the "BOLD LETTERING" is a Gander Mountain detail in their computer or if it's part of the DNR Licensing system. Is anyone aware of this?
BTW: I made sure to read my tag carefully this time. 
I actually went to all the customer service workers at Cabela's and made sure they knew about it as a lot of them thought it was another license people had to purchase. I can definitely see where the confusion is coming from as the musky and sturgeon tag are just listed below the other fishing licenses so it does look as if they are a totally separate thing to purchase. Hopefully they start offering it as I told them it's a free tag for anyone and is needed if a musky is going to be kept. It would be nice if a pop-up screen (asking about the musky and sturgeons tags) appeared every time a license was selected and the cashier had to answer yes or no in order to complete the license purchase.
We had this same discussion last year but I'm too lazy to look it up… In a nutshell, the fishing license type(s) you purchase are not the responsibility of the license dealers. It is YOUR responsibility to know what YOU need. Neither the sturgeon or muskie tags are required and therefore there will not be a required question. Could they ask? Sure. Should they ask? Probably. Is it their responsibility to ask? Absolutely not.
