Yes. I double checked this last season just to be sure. You are covered with the Michigan DNRE and APHIS/USDA if you have the receipt from where you purchased the suckers. It's even better if you have the VHS free lot number from the bait dealer but that is really up to the bait shop. However, you would want to check with Illinois unless you come back through the UP. I only verified what would be needed to take them from Indiana to Michigan.

Yeah we were up in Sheboygan WI for my brother's wedding this past weekend.. How about the WI troopers out there – wow I cant remember seeing that many mark/unmarked cars out anywhere, anytime in my life.

I see you have adopted Pete Maina's system of naming suckers. Are you using his rigs or something else? I have found the lift-off rigs to be best but I am finding that I disagree with Maina on his hook-setting technique. He likes to have the fish taking line out prior to setting the hook. I am finding better hooking percentages in getting almost over the fish and setting the hook up and towards the back of the fish. When the fish is peeling out line I tend to get more 'whiffs'. Curious to see what other people have experienced.

Ugh… if Pete originated naming suckers after "ballet" dancers then I'm stopping right away.
The angle and if the fish is moving depends on the rig. If it's a two hook rig (both sides of the sucker) I like them going away and will nudge them to get them moving. If it's a single hook rig w/ one hook on the top I'll get on top of them and set straight up. Also, no rubber bands – a single aberdeen #6 holds well and will always straighten or break free.
I use a single trebel hook rig derivied from the Hulcano harness, but it is attached to the fish with a safety-pin bonded to the trebel hook and then the small hook attaches the leader to the sucker's mouth. We always get the boat back on top of the fish and try to set with the fish angled slightly away or directly under. It is amazing how they don't really care that you are right above them. I think moving over the fish gives them time to turn the sucker as well (not swallow it) which gives a better opportunity for the trebel to be in the mouth. I usually position it next to the dorsal or slightly foward, as they usually get t-boned in that area.
